[LE] Changing the guards/imperials/stormcloaks to different NPCs after a certain trigger, like clearing a fort or city

You will need to obtain each of the guards IDs (in CK / in game) and then your "Trigger" should move to each of the game's vanilla guards your "New" guards,

while:

either disabling each of the vanilla guards or move them to a custom cell (holding cell).

BUT:

Something like this needs a careful research because some vanilla guards are connected / attached to vanilla quests.

PLUS:

All the "New" guards needs to have the same exact set up as the vanilla, packages - schedules - voice types... etc, otherwise things won't work as they should be.
