[Request] Debuff Avatar / also Snake?

Would it be possible to give Avatar the same running speed / overall stats, that special-less combat staff has?

 

I do not mean skills of S+, C, or etc.

 

I have mods to make the game as realistic as possible, but the supernatural speed of Avatar throws me off quick and I would like to be able to customize my soldier, wear face-paint, wear other uniforms and scarves that combat staff can not.

 

If this requires Snakes stats to change as well, I would not mind.
