cmac
You have to see Raesa Pullia, the head of Fort Buckmoth, to initialize the quest. She'll give you information about the (now dead) troop she sent there and how Dagoth Gares send on afflicted trooper back to send a message: That the Sixth House is risen, and that Lord Dagoth is its heir. cmac
It's not necessary, but you get the journal entries that give you important clues as to where Illinubi is. In addition, it's what Caius actually tells you to do.

No, that's the odd thing- the only script on Dagoth Gares is the one that gives the PC Corprus disease. Gares is enabled just as Cosades finishe talking to you. Pullia gives you the information you need to find the cave, as well as the background information on trhe troop she sent there to investigate smugglers but was slaughtered. Without her information, the PC would be wandering around the Bitter Coast for a very long time, due to the obscurity of the cave's surface entrance. When you reach Blackened Heart, make your way to the door leading into Soul's Rattle. There will be Dagoth Gares and the Fists of Randagulf.
