Game Freezes When Arriving in Windhelm and Solitude

About 3 seconds after arriving in either of these cities, the game's video freezes. Music continues to play, but the program is considered not responding by windows at this point. So far I haven't encountered any freezes like this in other locations. I was previously able to visit these locations normally.

I have installed new mods in the time since I was last able to visit Solitude and Windhelm without issue, but I did a lot of tinkering with other issues so I have no idea which ones could be to blame. I'm currently going down the list to see if I can find the culprit, but any other possible explanations would be appreciated, or if anyone can identify a mod in particular that might be responsible.
