Skyrim Redone illusion dual casting

This problem was addressed several times on various sites but never was actually answered. So perhaps this is the time? What illusion dual cast perk is supposed to do in SkyRe is to let mind spells affect daedra, undead and dwemer constructs but they just don't :sad:. So, has this been fixed now?
