Having gotten to the Thalmor embassy in the quest Diplomatic Immunity, I make my way in to the party, only to find there's NOBODY there except for Elenwen, the dark elf chick with the drinks, the guy that never misses a party, and Malborn. Elenwen doesn't say anything other than "My duty is..." blah blah blah. I can't make a distraction because the drunk guy doesn't have the dialog for it.
