Swimming in puddles and shallow waters

Hello!

I have come across a curious game behaviour. It would seem that my toon has decided to swim and be immersed underwater in puddles and shallow waters. It is like the walking into the water animation/state simply does not exist and instead just skips to the swimming part.

It is not just cosmetic either. Weapons cannot be drawn, spells cannot be cast: it is just like being underwater.

I have been, uh, "fixing" this problem by: running FNIS, which worked for a time; reinstalling Cathedral: Water and Realistic Water 2; generating new DynDoLod files; enabling and alternately disabling Landscape and Water Fixes; uninstalling and removing Depths of Skyrim and Sea of Spirits; player.forceav waterwalking 0, restarting new game(s) and dumbly removing whatever mod I feel could affect the isswimming state and finally coming here to see if anyone has a clue.
