Delayed Chem Aftereffects, possible?

Basic idea: Some chems have aftereffects that kick in once the drug wears off. For example, Jet may hand out a -1 Strength penalty 10 minutes after the drug's initial effects wear off. The Str penalty lasts for say 5 minutes.

 

Tried scripting this last night, using 'timer', 'modAV' or 'damageAV', 'restoreAV'....couldnt get it to work.

 

Removed the script and then tried simply setting a condition on the drug itself. Effect 'Reduce Strength, duration 0, magnitude 1' with conditions of 'GetSecondsPassed >= 20 AND GetSecondsPassed <=60' (intentionally lowered the numbers for testing).

 

So- I'm sure it's possible to script/make happen, but what am I doing wrong? (And I'm sure it's something simple.)
