Vortex infinite crash loop on startup

Running Vortex 1.2.19 on Windows 10

Modding Fallout 4 and Skyrim Special Edition primarily but do mod a few others with Vortex. Both run 200+ mods.

I noticed a few mods that I have uninstalled within Vortext but left the download remain were still active within my Fallout game. I decided to purge mods and close vortex, uninstall the game and do a fresh install (note: never had an issues in the past with this practice).

Upon a fresh install of fallout 4, f4se and creating a new ini for fallout I launched Vortex to deploy the mods. Upon launching Vortex I get the logo which remains on screen and that is all I get. Further investigation there are 6 Vortex.exe processes running with another which will start and crash every second or so. Vortex log shows it loading all extensions, initializing them and then the following message within the log:

Mon, 13 Jul 2020 14:25:52 GMT - error: crashed

This repeats forever until I kill the processes.

I can get Vortext to launch by deleting the state.v2 folder within appdata but this results in what looks like a fresh install.

Any clue on how to resolve this?
