The Uniform is from FullMetal Jacket, it is the State military uniform they have. This uniform should have two forms enchanted and not enchanted, and give it a armor rating like armor but give it the look of a jacket/uniform. Nothing to high but high enough to offer some protection. For the enchanted one you would have it mostly with Magic resistance and increase with destruction magic and the one not enchanted you could enchant it with what ever you like. But on to making it where you can have a armor rating, i was thinking that there be like a chain mail underneath with out showing it and having slipping issue or just leave it be like it is.
