Making NPCs do what I want

I'm trying to do quite a few things with NPCs, but Bethesda didn't release a non-combat NPC tutorial, so I need help. I want my NPC to sit. In a chair, so I made him, the chair and gave them both unique IDs and Base Object names. I set the chair to Persistent Reference. I gave the NPC an AI package. Called SittingDown (guess what it does) I set the package type to Use Item At, specific Reference I set the cell to my vault. I set the ref to the chair, under location I set it to the chair. Thats all I've done. Now the NPC walks to the chair, but he doesn't sit in it. Can someone tell me how to do that?

Only a couple things I can think of.

 

1) Is Sit Down checked in the Location box?

 

2) Is Continue if PC Near checked on the flags tab?

 

3) Is it a type of chair you can sit in? (Some of the ruined chairs you can't)

 

4) Is something blocking the chair? There are chairs which you sit in from different directions, make sure nothing is in the way.

 

It should work if those are true unless something is conflicting.
