Heavy eapons only Usable When in Power Armor, or by Synths and Supermutants

Title pretty much says it all. I wish there were a mod that would flag all heavy weapons to make them impossible to use unless you're in power armor. There's nothing like seeing a 97 pound raider woman running along with a minigun that looks like it probably weighs 2-3 times as much as she does. I think some weapons, like the said minigun should be flagged so that you can't even *pick it up* if you're not wearing power armor.

 

That alone I would be very satisfied with, but even here, not all heavy weapons are created equal. I doubt anyone would even be able to pick up a minigun (as they appear in the game) let alone walk around and use it. However, a missile launcher, though heavy, wouldn't be impossible to carry and fire by a person not in power armor, but I doubt you could sprint with one. It'd also be nice to have a medium weapons category that would limit you to only running at normal speed but not sprinting, or even only walking with it. Anyways, that's certainly going too far with it, but just wanted to mention it.

I'd been thinking about a request like this for a while, but hadn't gotten around to posting it. However, I'd suggest an addition: also prevent children from wielding rifles and other two-handed weapons, and forbid power armor users from wielding one-handed weapons like knives and pistols. Gauss rifles iirc aren't classified as heavy weapons in the vanilla game (e.g. they don't benefit from the "Heavy Gunner" perk), but perhaps they should be considered as such for this. Baseball bats are kind of weird too - they're normally wielded two-handed, but power armor users wield them one-handed, complicating the decision of which categories of npcs should be allowed to wield them.

 

Also note there are some named enemies who come with heavy weapons equipped, such as the raider boss at USAF Satellite Station Olivia, so they might need their equipment tweaked.
