Problem with adding buy topic to a new vendor

I trying to make a new vendor in megaton.

But i seems i cant get the buy topic to appear when i speak to the vendor ingame.

 

I have added new topics in the DialogMegaton quest and set conditions GetIsId NPC:MegatonAmmoDealer == 1

and added the NPC to MegatonRersidenceLIST.

I also have added AI packs to the NPC with offer services checked.

 

Is there something more i have to do that i have missed.

It somehow works now.

 

Just redid everything as i think i did it before and now it works, must have missed something.
