Not weighing in on either side of this discussion (don't know enough about lore to do so), but I see an argument that Dragonborns predating the Covenant is proof they can't be related to it, while on the other hand I see mention that Akatosh isn't very respectful of linear time and has done things prior to his existence; while not contradictory, doesn't this mean it still is possible for Dragonborns predating the Covenant to be related to it? As sajuukkhar pointed out, Alduin calls Akatosh father despite predating him as well.

My understanding is that there are two kinds of Dragonborn.

There's the Dovahkiin, gifted with both the blood and soul of a Dragon, whose only purpose is to stop Alduin when he rebels against his purpose. Alduin is meant to eat the world when it's time for the Kalpa to end, but that time has not come yet. Instead Alduin wants to take over the world and go back to the way things were before the Dragon war. If Alduin was here to eat the world, he would be much larger and much more powerful. In his true World Eater form Alduin is unstoppable, he would have to be in order to literally eat the world. Now I could be wrong about this, but I'm reasonably sure I'm not for the reasons stated above.

Examples of Dovahkiin would be the player character in Skyrim, Tiber Septim and possibly Mancar Camoran.

Then there's the Dragonborn, those gifted with dragon blood but not a dragon soul. To my knowledge their only real purpose is to maintain the barrier between Oblivion and Mundus, which is now rendered irrelevant after Martin's turned into an aspect of Akatosh and ruined Dagon's big day out. While the convenant was undoubtedly extremely important before the Oblivion Crisis, it isn't anymore. With the last Dragonborn Emperor dead and the covenant rendered pointless, there's no reason to believe any more of these Dragonborn exist, there's no real need for need anymore.

As for the matter of bloodlines, I haven't looked into it much, but I believe the Dragonblood is a blessing just as much as the blood and soul of the Dovahkiin is. There hasn't been a single bloodline of Emperors/Empresses throughout the Empire's history, the Empress Katariah was a Dunmer and the Tsaesci potentate Versidue Shaie ruled the Empire for something like two hundred years if I remember correctly. Even so, Tamriel wasn't destroyed by Daedra, the barrier didn't fall, so nothing suggests the covenant is related to bloodline at all.

Ahh. I see, the distinction being that Dragonblood is a subset of Dragonborn, so temporal hijinks wouldn't actually matter.

Pretty much, to make a silly metaphor out of it. The Dragonborn emperors are to the Dovahkiin what Diet Coke is to Coke. Assuming I'm right about all of this of course, I could easily not be.
