NPC frozen bug

I would like to ask about a bug that i came across during recent gameplay. During a quest, sometimes an npc that is supposed to do something is just frozen, not responding or moving. Specifically, Tommy Lonegan after I cleaned up the raiders in the combat zone. He is supposed to go into the cage, meet up with Cait and wait for me to go talk with them. Instead, he is stuck on his stage in "this individual is busy" mode and wont respond at all. In addition, the so-called settler outside the Hardware Town. She is supposed to lure me into the back but she is just stuck in the store, not saying anything when interacted with. The problem can be solved with resetquest and setstage but im kinda indecisive about progressing the game if im gonna have to do this with every single quest so i would like to ask if there is a permanent solution to this. thx

The mod recently installed are Sim Settlements 3in1 and Conqueror, We are the Minutemen, Far West Minutemen, Minutemen Faction Pack for Conqueror, Companions Go Home and Respec Holotape. Before installing these mods and getting back to Fallout 4, I have never encountered this bug before. Sry about the dragged out description. Really appreciate it if anyone can help me out here.
