Uninstalling Open Cities

Hey guys, I recently came back to playing Skyrim in my queue of games to play and I now remember why I stopped playing in the first place. I had the Open Cities mod installed and I tried uninstalling it like you would with a normal mod (uncheck it, delete the .esp and .bsa) but there's a huge catch. The gate to Whiterun, the path heading up to the Wind District, sections of the wall, and large swaths of land outside of Whiterun are now missing. Missing, as in holes in the world where you can fall through and land on invisible terrain. I tried every thing I can think of, started a fresh game with the mod uninstalled, reinstalled it with NMM and uninstalled it to make sure all the meshes were out, but nothing seems to work, even in the new game the effects are still there.
