CTD when entering Riverwood and Windhelm city

My game is always crashing when I open the gate to Windhelm and before reaching Riverwood

 

I have tried testing without mods - the game works fine

Without digging into specifics, it's almost certainly two or more mods making competing edits in those places. The first rule of modding: Know What Your Mods Are Doing, And Where. Does a patch already exist to fix the conflicting edits that you haven't identified? That is another rule of modding (not necessarily the second): when considering a mod, always search NexusMods (at least) for any other mods that mention it by name (or acronym) in their titles... because they are likely conflict patches.
