New Modder - how to create custom weapon level list for factions?

So I've been around the Nexus for quite some time, but have never tried using FO4Edit or the Creation Kit to create anything. I am, by anyone's definition, a complete noob. That said I thought I'd start by creating a mod that changes the weapon level list of the Minutemen. There are already some excellent mods on the Nexus that focus on changing up the MM armors (such as Militarized Minutemen) yet these mods do little with the weapons of the faction.

 

My mod would therefore completely replace the non-ballistic weapons such as laser muskets, laser rifle / pistol, and pipe weapons from the MM level list in the early game. instead the MM would use shotguns, pistols, bolt action hunting rifles, lever action rifles, Molotov cocktails and the occasional melee weapon. In short, the sort of small arms you would expect to find in a modern militia.

 

 

I'm also thinking that the leveled list has a quest trigger to switch over to a secondary list once the Castle is reclaimed and the armory is unlocked. This would allow access to things like Deadpool's Service Rifle, rocket launchers, mini-guns and similar weapons of "military grade" quality to begin showing up on Minutemen patrols. The mod would of course require the other supporting mods, such as Deadpools, to already be loaded as a master file and would not change that mod in any way other than requiring it as a master to function properly.

 

 

If successful I'll likely do a similar mod which effects the other factions such as removing most or all of the energy weapons from spawning on members of any faction other than the Brotherhood of Steel or the institute. Or modifying the Gunners to never spawn with pipe weapons, but instead to always spawn with military grade ballistic weapons, heavy weapons, flame throwers, frag grenades, etc.

 

 

 

If anyone is aware of a tutorial on how to create such a thing, or a written document to the same effect that would really be great.
