Race Randomization issue

I am having trouble with randomizing my actors races. I thought I followed how it was done for BoS and Wastelanders, but... it does not seem to work.

 

1) I built the same NPC with each of the 4 races available.

 

2) I built a leveled list which calls to each of the 4 NPC's. (when i click preview result, it does randomize the result at this point)

 

3) I then built a NPC which uses this leveled list as template.

 

4) I put this NPC in the world.

 

5) When I encounter this NPC it is always only the Caucasian version of the 4 races.

I was hoping to have the system randomize for me rather than manually randomizing like i did with morrowind and oblivion.
