Large FPS drops with ENB

Hello, ever since I tried out ENB in Skyrim I have had unusual performance issues - randomly the FPS drops to zero as if the game "stops" and it resumes normally. I get 30-40 FPS normally with ENB enabled and 50-60 FPS without it. It is most severe in cities, especially Windhelm and Riften, and less common in interiors and the wilderness. I certainly meet the performance requirements for light ENB settings (Core i3 2100, Radeon 6850, 4GB RAM, Win7 x64) and I have never had these problems with Skyrim before using ENB. The FPS drops still occur when I disable ENB with Shift + F12. I first tried Sharpshooter's ENB settings and now use Zoner's ENB settings - didn't change performance a bit. Grid/Cell Settings (this is what I used for my previous character so it shouldn't be a problem):
