Looking for guide/tutorial on how to edit/scale fo76 meshes

I am essentially trying to scale the size of the mantaman outfit cape so that it becomes a long cape, however, nifskope doesn't work for fo76. Is there any workaround to that? Coudld anyone link a tutorial on how to edit/scale meshes from fo7 or offer me any guidance?
