Make EMPs/Pulse weapons more versatile?

EMP weapons, from what I've seen, are pretty rare in the game and only serve to blow up robots super-fast. Otherwise, those pulse grenades are just taking up space. So what if they were a bit more useful and could be used against more squishy targets?

 

For example, EMPs in real life can cause disorientation, painful sensations and feelings of dread/panic in humans, so what if they messed around with people's minds by causing them to flee or become frenzied? And if the player was hit by an EMP, their Pip-Boy could short-circuit and be temporarily out of service, leaving you unable to open up the Pip-Boy menu to get things out of your inventory and whatnot. Even if it lasted a few seconds, that'd be terrifying if you were at low health and couldn't get your stimpaks ready. Perks/Pip-Boy upgrades could be used to better shield it from harm. If that can't be done, perhaps an EMP could make the player's view distorted. It could also effect the player if they have any cyborg implants- I know the Six Million Dollar Courier mod adds such a weakness.
