How to prevent NPC changing back to default Outfit when entering and leaving the cell?

I am making a mod for Outfit Manager,verything is good but only one problem: NPC turn back default Outfit when loading cell?

I know one way to manager outfit just as "Simple NPC Outfit Manager (Utility)" but I want to try other .
