Arrow variable

There is no variable. Even using a scripteed enchantment with pushactoraway is not a real solution, since it would only be right if the player was using the arrows, and there would still be a delay between when the arrow hit, and when the NPC was pushed back.

 

Things like impacts don't affect NPCs unless they are already in ragdoll mode, caused by killing, fatigue loss, paralysis, pr pushactoraway. Furthermore, the amount of movement they show is based on the speed and mass of whatever is hitting them. So technically, you would need a very heavy arrow, being shot reasonably fast to cause any significant reaction, in addition to needing ragdoll mode triggered on that target. And, the game limits the amount of force which can be generated on death, and even when there is no limit on that force, you still need to hit something very hard, damage wise, for it to really go anywhere.
