LE MOAR MELEE make AI use/spawn bows less (especially stormcloaks/legionnaires)

Battles in skyrim can be really boring as a melee focused character, because in some factions AI soldiers spawn with a bow and melee weapons but prefer to use the bow.

 

I would like a way to make ai (stormcloaks and legionaires particularly) spawn with bows less often, or have designated archers and melee soldiers, withe the later making up most of the soldiers spawning during a battle or random encounter, guards have the same problem.
