Extreme FPS drop when waiting (from 60 to 5-7)

I have a perfect stable 60 FFPS but when I wait the game almost freezes. I can confirm its not related to SSE Fixes or SSE Engine Fixes. I know I have a lot mods but still everything else works fine.
