new vegas smarter hotkey

hi, it's me again, I not native English, sorry if there any mistake,

 

I like to request a better hotkey for new vegas,
but first, I do not sure if this mod can be done or not
I looking for a script that edit equip quickslot in google, and found nothing
then I looking for Skyrim SKSE "RegisterForKey()" for new vegas, and i found nothing too

ok, now for my request, my request is:

create the "ini file" to "register" items to a specific slot, so you can customize by yourself,
something like this:
itemsforslot3 = "Anti-materiel rifle", "Medicine Stick", "Paciencia", "Trail carbine"
itemsforslot4 = "Gatling laser", "Light machine gun", "10mm SMG"
....
itemsforslot8 = "Fat Man", "Annabelle", "Mercy"

then when you press "in keyboard key 3", if you have "Anti-materiel rifle", you will equip "Anti-materiel rifle",
but if the ammo for "Anti-materiel rifle" = 0, you will equip "Medicine Stick", and so on

but when for slot 1 is quite different

itemsforslot1 = "stimpak", "Gecko kebab", "Grilled mantis", "Dog steak"

when you press "in keyboard key 1" you will consume "stimpak",
then to prevent overwrite consumable effect,
the item in slot 1 will swap with "Gecko kebab" if you have, and so on

I don't know if this script can be done, I hope somebody gives me a hint or make the mod for me,
