Modifying enchanted weapon discharge with sse editor

Can someone tell me how to modify an enchanted weapon (sword, crossbow, etc.) to not discharge it's enchantment with use

and not require recharging? What value would I modify?

I know there are mods that are supposed to do that, but I want to do the modification myself .
