fetchfox Posted February 6, 2013 Share Posted February 6, 2013 (edited) I concur with Lachdonin, it's politically decided. The borders were also probably established hundreds of years ago. The only way to have a border and agree upon it is if you can describe it (e.g. from the south side of x mountain to the north of y, or from the outskirts of town b to whatever - things anyone can see and understand). Maps do start out with blurry and disputed political regions, but Skyrim's holds are indisputable. They are defined and rigidly enforced. The most interesting suggestions so far have come from Anime_Otaku102 but I have not had time to check them out. I somewhat agree with that you must be able to describe a border to agree upon it. But that doesn't mean that the Jarls agree upon the current hold divisions, therefore they do not "need" to know it. To dispute it would only risk a conflict which could lead something more severe, and no one wants another civil war.
