CTD on loading a save. (I list what I have tried. Maybe you can save lol)

So after lots of research, and looking at the NetScriptFramework crash log, it seems like xaudio2_7.dll is the culprit.
However, I am unable to find a fix that works for me.

 

What I have tried

- removing the xaudio2_7.dll file fixes the crashing, but there is no sound.

- updating realtek sound drivers

- lowering audio quality in the sound control panel

- disabling the touch input windows service

- updating directx

- using a different xaudio2_7.dll (results in no crash, but no sound)
