It would make fighting dragons much more interesting if they had more moves, or you could interact more with them.

Like being able to swoop like the dragon does in the trailer or like Alduin does in the intro. I'm pretty sure he does some swooping of some archers, picking them up high and dropping them off to their doom. If you had to watch out for a swooping move that meant instakill(bad news for DB, swooping is bad), it would make fights more interesting. I don't think it would be overpowered, since you could probably see it coming.

Or maybe the dragon could use its wings to blow mighty winds in your face(like unrelenting force), knocking you over.

Or maybe you could grab onto a dragon and take it for a ride whilst you stab it in its back or something.

Or maybe some new finishing moves that make you able to chop its head off.

Or maybe just making you able to shoot an arrow to their wings, forcing them to crash land immediately.

Or anything that could make dragonfights more interesting, unique and dangerous, without simply adding to the numbers of their hp and damage.

I'm not sure if anybody could make these ideas in game, I mean they are probably way too hard.

Mmm..

 

Erso has Dragon module, it's pretty much more than just moar HP and damage.

 

It makes different "Species" of dragons, and makes them really unique.

 

For example, there's Dragon that can turn invisible, has Paralyze spell, and is able to summon Dremora.

 

And then there's the regular Fire, frost, thunder archetypes and such.

Most of these aren't much tougher (HP wise) than vanilla dragons, except if you pick module that increases their HP.
