A load order just in case.

I'm using Blacked patches no Foips. Also I have a few consilated esp's and esm's. Been a long while since I played F03 and coming back has been a hassle. Does anyone know of a mod in this order that could be causing a displacement or is this some sort of Game Engine bug?
