Help Me Fix and Balance Necromage Vampires

Necrovampirism is overpowered and exploitative in Skyrim. Disabling it completely like the USKP does is incorrect. Not only do I want their change reversed (already mods for that), but I also want it fixed and balanced. Now, I'm a total mod noob, so I humbly request the assistance of a Skyrim mod master to bestow his wisdom upon me and either get me started or just bang it out and have me test it.

 

Basic Principle of Necromage (This is how I think the perk description should read, so that's change #1):

"All spells are 25% more effective and last 50% longer when cast on the undead."

 

How Balanced Necrovampirism would work in a nutshell:

 

Remove all vanilla necrovamp boosts to enchanted items, potions, perks, standing stones and blessings because none of these are self-cast spells and are therefore deemed to be bugs.

 

Keep all vanilla necrovamp boosts for self-cast spells, self-cast shouts and self-cast powers.

 

Add additional, but balanced restrictions for vampires and necrovampires:

a. Stage 2 vampires and above can not heal themselves using normal healing spells, healing potions or food.

b. Stage 4 of vampirism is required in order for Necromage boosts to be applied when self-casting.

 

This makes necrovampirism a tactical decision and even gives you the ability to switch it off. For example, say you were low on magic and health as a necrovamp (possibly after using your enhanced flesh and warding spells against too strong an opponent). Drinking a potion of blood will restore some health and revert you to stage 1, where you can then continue to heal yourself with healing potions and cheaper healing spells, but at the cost of your necrovampiric powers for three game days.

 

This works better with Dawnguard installed so that you actually have access to Heal Undead spells and Potions of Blood.

It works even better with a vampire overhaul mod like Better Vampires where you can fix the stupid vanilla stage progression, so that you must keep your stage 4 vampire satiated in order to retain necrovampirism. The mod would obviously have to be compatible with both of these.
