skyrim special edition crashes when entering any cell

So I was using NMM to try and install a converted Skytweak I made with creation kit so I made a new profile to single out the files for conversion. I then switched back to my old profile and every thing had to reactivate this is when my game started crashing so I deleted skytweak this didnt solve the problem so I verified the game files and cleaned all my mods to no avail. I'm all out of solutions.

Okay through further testing I have the realm of lorkhan alternate start. I can teleport to outside of whiterun but not outside riverwood or any other area. I can start in any area I have a save but changing cells causes crash
