Slow Download Speeds Even With Premium

Hi, as a preface I know there's not much you guys can do on your end based on what I'm seeing but is there anything I can do at all? Any moderately large download I try to get fails every time and it's really frustrating. And even if I overnight it for some reason the archives come out corrupt.

 

Even worse than that is sometimes the speeds will be perfect for 2-3 minutes and the fudge right back down.
