Skyrim SE: Character Losing All Active Magic Effects Randomly

As the title says, my character is randomly losing all active effects. This includes standing stone buff, equipped armor effects, and- most troublesomely- the effects granted by certain perks.

 

The game has a moderate amount of mods installed, but there's been no trouble up until now (I'm level 27 and quite a ways in). The biggest problem is that when it resets, it asks me to choose certain effects granted by perks again, but it's missing every option that was chosen before. This happened to me once out of the blue and I reloaded the save, which fixed it, but is now happening repeatedly and pervasively- even loading prior saves is causing it to then happen in that save. I can go through and re-equip all my stuff, grant myself my buffs back, and remove/re-apply my perks, but obviously this takes quite a long time and is now making the game rather unplayable.

 

I haven't really added any mods in the last 20-ish hours, so I don't have an answer as to why this is happening now out of the blue.

 

My mods are all installed with Vortex and checked with LOOT. They are:

Does anyone have any clue why this is happening or how to fix it? I can't find any kind of log anywhere to even begin to understand why this is happening and I'm a bit at a loss. I don't know what to do at this point beyond scrapping my save file :\

It's happening seemingly truly randomly- just walking around. I tried reloading save and going somewhere else, and just running around on my horse it happened again. At this frequency the game is essentially unplayable. And every time it happens it somehow retroactively happens to my old saves as well, at least to a certain distance back.

The worst part of it is that three of the perks from Ordinator are malfunctioning when the reset happens. The "Alter Self" perks and "Welloc's" perk each make you choose something (a stat to increase, two resistances to increase, and then a spell type and list of effects), and those perks are not letting me chose previously chosen options when my effects get reset. For example, if I chose "Health" when I originally took the stat increase perk, "Health" is missing from the list when all my perks get reset, and it forces me to chose something different. As you can imagine this is fairly obnoxious.
