Why are the Regulators good guys?

This has been bugging me alot.

Just a quick question why would a group called the "Regulators" be "good?"

Is this just a name they took..? I don't see any real connection, but why are they considered good? Beth must be aware of the Regulators in Fallout 1 prior to placing these guys in right?

Either that or the California Regulators are completely different people from the DC Regulators. Who knows?

 

But, what bugs me more than that however, is how people talk as if the bombs fell just last week.

 

 

Helping the ghouls take over Tenpenny tower, speaking with Michael (I believe) reveals that he used to vacation there when he was human. He talks about how he was a great scientist, blah blah blah, yet everything he says sounds as if the bombs dropped last night. Now unless Ghouls have 200 year lifespans?

Fallout takes place in 2161 in California.

Fallout 3 takes place in 2277 in Washington.

 

It's possible that in the 116 years between the two they mended their ways and migrated east.

 

They were wiped out in 2162.

 

The Regulators in CW are a completely different faction.

Ghouls are sterile, and their isn't enough radiation left to produce more, therfore ALL ghouls, including feral ones, are pre-war.

 

Quite wrong.

Ghouls are produced through a combination of the airborne FEV and radiation which can still occur after 200 years, along with the ghouls of Vault 12 and ghouls who aren't really ghouls like Harold who are actually a form of advanced Super Mutant (I say advanced due to Harold being closer to a stage the Master went through before becoming that weird hyper intelligent.. blob.. thing).
