Forsworn Conspiracy Won't Start Properly

I enter Markarth and Margret and Weylin are not in their assigned spots. I wait for a while and Weylin will come walking up the path to the left dagger drawn only to attack thin air then get into a fight with the guards. After Margret will come running out of the inn and act as if I saved her life. However, Eltrys won't come speak to me and in fact stays down the path to the left staring at the mine. If I speak to him manually he will begin the quest as usual but I believe he's supposed to come up to you and speak. Anyone know what could be causing this, what's wrong, or how to fix it?
