SSE [Help] How to make a custom skin replacer?

Hi! I've been modding skyrim for years on both console and PC and love it and as an artist, would like to give back to the community as well! I'm super interested in making skin replacers (something like how fair skin works where it's an entirely new skin along with replacing certain sliders with new content).

The only issue is I can't seem to find any tutorials anywhere on how to go about starting. How do I go about making textures? What tools do I need? Are there any resources out there that'll point me in the right direction?
