Everyone In Whiterun is In The Bannered Mare -- They Won't Leave

So the title is self explanatory... nearly every person in Whiterun (I haven't checked) is in the Bannered Mare and won't come out, including all the NPCs I have added by mods. Here is my BOSS list:

Nevermind, apparently the When Vampires Attack mod just takes a really long time (or just a fast travel) to deactivate. Very weird.
