Randomly getting low FPS

hi i was wondering if anyone else using a GTX 560ti 1g is getting low FPS randomly.

 

the issue im having is that when i first start playing skyrim i get a constant 55~60 fps (V-sync on in Nvidia Control Panel) ~80-100 with v-sync off (water flickering glitch so i dont ever have it off)

 

but sometime after playing awhile ill go inside a house or cave and when i come back out my FPS will will drop from 60fps to 15~27ish. now if i go to my menu or go back inside my fps jump right back up. ive even had low fps when i go back inside.

 

the only way to get the fps back up is to close and restart the game.

 

ive noticed that this only happens when my gpu reaches 99% load. at <99% the game runs perfectly

 

i also tried using both my GTX 560 ti in SLI and the low FPS stop however i get random graphic glitches along with land and object flickering

 

if anyone knows how to fix this plz help.
