W+C, Frostfall, WIC, CoS HELP

hi all.

so, i started using W+C which turned me onto Frostfall, and they told me about WIC and CoS. they all recommended each other, yet now that i have them all, things seem to be broken. i've tried looking on each page to see if a certain problem could be attributed to this mod or that, but they seem to all be clashing.

list of stuff that's odd:

  • snow effects seem to snap on and off. there's no gradual change.
  • in the crafting menu , there are two of each cloak to craft. this is just with the CoS cloaks.
  • NPC's never get "cold" and adorn a cloak, nor do they avoid storms. Everything for W+C is enabled, yet nothing. Behavior is great, they run indoors when the storm kicks up, but then come outside in their simple clothes. boring.
  • Stormcloaks don't have cloaks. That hardly lives up to the name. Nor do any of the other guards.
  • followers aren't adorning cloakcs in the cold anymore. they were, but not anymore. they have rain hoods, but not cold cloaks. wut?
  • NPC don't have any travel packs.
  • My cloak, as well as other NPC textures will go transparent from time to time. no idea where this came from.

all this is nbd in the grand scheme, but it's just such a great immersion tool and i hate to have it installed and go to waste. i've fiddled with the MCM settings and restarted the mods i could to see if they need to kick in. even tried loading a new grid. nothing. i've checked my load order and whatnot, made sure the right .esp's were checked or unchecked given what patches i have and whatnot, and i'm certain the "only npc" type .esp's are unchecked. everyone should share in the fun...

I do have "Distinct Hold Guards" enabled, but things were working before. Not now...

anywho, any help you have is appreciated... and here's my load order. taken from BOSS, so i couldn't clean it up as much as others i see. apologies.
