Adjust X Y cursor position

I absolutely hate this crippling Over-shoulder cursor position! Is there a way to manually adjust the X Y axis for between-the-eyes or commands in Fallout3.ini? Are there FO3 tutorials on this subject?

 

I do have Centered Overhead 3P Camera but it is too high and Pimpboy is long gone to ask.
