Cannot Continue with Stormcloak Rebellion Questline

Someone knowledgable, please help!

I have progressed through the Stormcloak rebellion (Liberation of Skyrim) questline to the point where I complete The Battle for Fort Sungard and turn it in to Ulfric, and he rewards me. I go to the Stormcloak camp in Hjaalmarch and talk to Galmar Stone-Fist. I don't get "Reporting in." and he will only tell me again to go take Fort Sungard.

I searched the net and this forum, and tried all the tricks I could find (knocking him to his knees and getting my bounty lifted in Windhelm, making sure there were no dragons around, waiting, etc.) and nothing works.

I used the console (I'm on a PC using Steam and I got the info at http://www.uesp.net/wiki) to start the next quest, A False Front, and although that forces him to give me the quest, upon completion (returning after passing off the forged documents to the legate in Morthal) Galmar won't recognize I have completed that quest, and again I can't proceed.

I don't want to start the game all over just to get this bug again. That's probably another 100 hours of play and a gamble.

I have Dawnguard, Hearthfire, and Dragonborn, and the various unofficial patch mods installed, as well as others, which I will list here (from my loadorder.txt, after running BOSS and eliminating the problems it pointed out):
