can't control camera in game

I have some mods enabled and I was doing a quest from the mod
'moonpath to elsweyr' and all of the sudden I could not steer my
character with my mouse, but I could still move with the keys. The
mouse was still functional in the tab menu etc, but will still not work
in game. I have no idea why this is happening, if anyone has any ideas
or information for me, or a similar problem, your help would be greatly
appreciated.

Something similar happened to me the other day. I have the Skyrim configurator and while making some adjustments I had reduced mouse sensitivity to zero which gave me the same problem you describe. . I reopened and gave it just a bit and was resolved. It is some ini pref.
