Broken speech?

For many characters, like wastelanders, ncr soldiers, and other misc characters, whenever I talk to them, I hear no voice, and the speech is listed as "Salutations sir, how may I assist you today?" and the only speech option is "Goodbye". :confused: It's frustrating, because it also applies to some other characters as I've found out, including Mr. Holdout, most mod-created npc's, and some other named, but not necessarily major, npc's. If anyone knows how to fix this bug, or whatever it might be from, I'd be much obliged. :happy:

Load your entire Load Order in FNVEdit, and then filter it for Dialog Topics 'GREETING' and 'HELLO'. (Filter by record type, editor ID contains 'GREETING', 'HELLO'). Hide no conflict rows, and then deactivate any mod that modifies either. Test.
