Spell requirement increased?

This is kind of weird, and maybe its a mod issue, and maybe its not. I created custom shock spell at the very cusp of the level requirement. If I had increased anything more, it would require 75 Destruction to cast, but I was getting it for 50. I've been using this spell everywhere, and then when I loaded up my game today, I couldn't cast it. The game now says that it requires 75 Destruction to cast. Anyone have any idea what's going on here?

Edit: So, I'm not sure, but it seems to be some kind of conflict between Supreme Magicka and Intelligence Overhaul. I suppose KCAS might be playing a role as well. I've turned to just periodically setting my magicka via the console in order to work around the issue since I can't be bothered with trying to troubleshoot the conflict.
