Sound, Texture, Effect Delays + More Issues (Please Help)

Lately I've been having a lot of issues with Skyrim.

 

1. Sounds after spells are cast, as well as sounds of ambient noise (ie. blacksmiths working, horse hooves against the ground, shouts) are extremely delayed.

 

2. Textures don't load in the game, so, for example -

a.) I could ride to Whiterun, but the bridge to access the town is a blurry texture, and so I just fall through the area it is supposed to be covering. This is usually fixed with a reload of the game, but it shouldn't be happening at all.

 

3. Spells don't occur when they're casted, shouts aren't used when I press Z (even though I have full recharge), and powers don't activate right away when I use them, or deactivate them.

 

These are the mods I am using at the beginning of the video you will see containing a majority of the errors. I, later in the video, deactivate most of my mods and eventually only run Skyrim.esm and Update.esm.

I have all of the Skyrim DLC installed as well as the 3 High Resolution packs.

 

I've double checked my load order, and the game isn't crashing, so that should not be an issue (as far as I can tell)

 

PLEASE NOTE (This issue was occurring without ANY MODS INSTALLED AS WELL)

What kinda hardware you running on?Did you do any ini tweaks?Some of your mods look like they need updating.Have you checked them with BOSS to see if there's conflicts/incompatibilities?

I've just checked with BOSS (as far as I can tell, no compatibility issues.)

I've never had issues with textures before, I've got a pretty good machine. The game auto-detects for Ultra High Settings.

However, none of this explains why I'm getting the issue with default Skyrim.

 

NOTE - I've fixed the issue with the sword by equipping and unequipping a sword. The other issues still stand.

I'd suggest defragging your harddrive,disabling background apps that are unneeded,and use steam in offline mode.Live antivirus/spyware stuff can cause lag.Clean install of skyrim,and DLCs before installing any unofficial patches,mods,ENB,injectors,wrappers,SKSE,etc causes same issues?Just disabling mods won't always remove the issues they might cause,especially if you using alot of texture/mesh replacers or script extenders and injectors.

I have a similar problem, disappearing weapons, I fly minutes after a draugr uses a shout on me etc I thought it could be a mod based thing but we have only 2 mods in common convenient horses and dragon falls manor apart from unofficial patches of course.
