Possible to adjust Enemy Level Scaling by difficulty slider?

Is it possible to make the difficulty slider affect the level of your opponents instead of the damage dealt and received?

 

In other words, while 'adept' would mean NPCs are of equal level with you, 'expert' might mean they are two levels higher, with ' master' being four levels higher (and the reciprocal effect for 'apprentice' and 'novice').

 

It would also be nice if this would be compatible with level scaling adjustments made by other mods, but who knows.

 

This is not a request, by the way (but feel free :D). I just want to know if it is possible (i.e. not hard coded in) and where I might look to get it going. I have absolutely minimal skill in modding ... but you have to start somewhere.
