Infinite Black Screen when loading exterior

Hey guys, i have been googling this for awhile and asked on reddit, but nothing has helped me.

 

So like the title says, my game would get infinite black screen whenever i went outside of caves, dungeons, buildings, etc. Until now i always reload an earlier save, losing 1 or 2 hour of playtime, just to get infinite black screen again later.

The screen would go black after the loading screen with the image and text, sometimes the game ambience and music would still play, sometimes it dont.

Also i cant seem to minimize the skyrim, so when i open task manager, it stills overlay it, so i can't even end the task. i would always have to restart and then cancel mid restart, just so skyrim would close.

I'm not a technical expert, so i really dont know whats wrong with my skyrim.

Going inside building or dungeons are fine, and in dungeons with multiple cell, it would load just fine.

I have tried making a new save, and the new save works fine. Using command to teleport (either outside or inside) is also working fine.

I cleaned my save files using a cleaner, and still have problems.

I have tried Z-fighting, but its still not fixed.

Please help!
